On a statewide level such records weren't required until around 1914. However in Pulaski Co. some were recorded as early as the 1880's. For non internet search in Little Rock, let me recommend the Arkansas History Commission. It has the best collection of records in the state, including Pulaski County records. Another source, for local newspapers and the federal census would be the Butler Center in the Little Rock Public Library. Nice people and not as crowded as the History commission.
