Kevin, have you checked "Arkansas Families: Glimpses of Yesterday Columns from The Arkansas Gazette" by Lucy Marion Reaves? On page 2 there is a column which appeared on 23 July 1933 which discusses Dr. John T. Waters, his sister, Mallie Waters.Others mentioned: Mrs. W. S. Rawlings, Felix Grundy, Ann Rawlings (Nashville, TN), Mrs. and B. D. Williams. According to this source, Dr. Waters practiced in both Little Rock and Pine Bluff, where he died in 1929 at the age of 76. Hope this helps.
