I have been looking at your posts on other boards to try to get a feel for your family and to see if there is any other info on Blanche and Noah. The Noah Golden I find with the correct birth info, is black & he is in Clark Co. There are several black Blanche Smiths b around the time yours was born. There is just no way to be sure without finding them on the census, which I have not.
I have seen where you do not know the names of your grandfather's parents. Have you ordered his death certificate? I found where Pugh died and he should have one if you would want to order that. His wife was Carrie Mims and they both died in Shelby Co TN. They are both on the TN State site:

Her death certificate has an image, his does not.
Are you suspecting this is your Blanch or do you know for sure she married a Noah Smith? Where did your grandfather end up? Maybe she ended up there and then married.
