This looks like your Thomas S Webb. It looks like he and Elizabeth were divorced.
Thomas S Webb of Co. A, 6th Regiment Kentucky Cavalry
age: 30
height: 5 feet 9 inches
complexion: dark
eyes: grey
hair: black
where born: Fayette Co, KY
occupation: plasterer
enlisted: 3 Oct 1861 in Fayette Co, KY by Capt. Stephens for 3 years
discharged: 7 Feb 1863 by certificate of disability at Louisville, KY
Another card said he was disabled when he fell from his horse. He suffered a broken jaw and I think, paralysis, it was hard to read.
He applied for a pension 17 Mar 1879 and died 30 Jan 1921 in Quincy, IL. His pension certificate number was 244389. His pension papers might answer some questions, but they are very expensive to order these days. The last I heard they cost about $60.00.
I can't find him in 1870, but in 1880 he's in Macoupin Co, IL, living in the Samuel Huddleston household as a laborer.

He is always listed as a plasterer, the same as the Thomas Welch I found in 1860 Fayette Co, KY census. I am convinced that is your family.
