legal name change in Arkansas

My ggrandfather was born Edward Bell and his sister was Elizabeth Bell in 1858 and 1859 respectively. Their father was killed in the Civil War and their mother died shortly thereafter. They were adopted by a family named Harrison and they lived in Harrison, Ar. before moving to St. Louis, Mo. My uncle saw a paper many years ago that was a legal name change for them. I would like to know where I can find the original form. Would a library have it or a civil court? I don't know where to look. Thank you. Ann
