Beard Family from Springhill, Hempstead, Arkansas

I am an ancestor of the John T. Beard family. Several family members were recorded in the 1870-1930 Census for Columbia and Hempstead Cos. Names are: Cicero Columbus, Lula Francis, and Elizabeth Beard. Recorded are facts that state these family members were "Deaf and Dumb". Lula and Elizabeth "Lizzy" were in Nashville, Howard, Ar. Was there a special school for the deaf or was it only a home for the aged? I really would like to know what was available for them at that time. Thank you for any help
