Unless there really is a Holley Township, I believe you are talking about Halley, AR / Bowie Township. About 5-6 miles SE of McGehee, Desha Co, AR. Your Jeff Parker lived at Halley, near the levee on the MS river. I've e-mailed you some more info / family members to contact. Let me know if I can be of more help. Good Luck!
