relationship of Monroe County ( Cypress Twp ) to Crittenden Co / Lucas Twp

I show two relatives on census records. One living in Cypress/Monroe County on the 1870 Census. The Other living in Lucas/Crittenden County on the 1860 census.

Are these close to one another?

Is the difference a split of Crittenden County?
