Look at the 1900 Census Ripley County Mo.

William Webb b. oct 1847 52 married 7ys.
Ida. A... ? born Ky. married 7 yrs. 10chidren/10 living.

Gracie b. Sept. 1894 ( John Rile Twin)
Synthia 1896 3

Rogers, William F. Step Son born Mo father broun IL.
Rogers, Nancy B. Mo.. Step Dau.
Rogers, Tobitha 1891 MO. Step Dau.

I think YOur William may be the son of Mell Webb 1850 Census..Ripley County MO... do you have anyone to do a DNA test for the Webb Lines...
