LAND RECORDS at HARRISON, AR

I do not understand how the Land Records worked but John C. Fowler and Olivia Heath Fowler homesteaded land 1881 that is recorded in the Harrison, AR Land Office. Does that mean the land was in Boone Co. or could it have been in Searcy Co., AR where they lived in 1880? There is no 1890 Census for me to check but I had thought that she paid taxes in SEARCY Co. AR I would appreciate any help on this as I am not certain now where they homesteaded the land but it says Final Certificate #5963 Homestead Application 8072 Land Office at Harrison. AR May 5, 1888 Sec. 34, Town 15 Range 16. It was approved July 29, 1889.

Any help would be appreciated, I know so little about these things.
