Bitche is a small town located in Lorraine, not in Alsace. Strasbourg is about 100 miles from Bitche, a fair distance in France. There are however two villages close to Bitche, where many Andres families lived. They are Hanviller and Ormersviller. The original Andres in both villages are of the same branch. George, Thomas and Joseph were born in Eisenburg, a village in Bavaria. They emigrated to the northeast of France, as their "noble" trades (Masons and Carpenters) were sought after to help rebuilt many ravaged parts of Europe, after the Thirty Years War. The three brothers, sons of Martin Andres and Barbe Beck(or Boeck) settled in Lorraine, and many of their descendants emigrated to the United States in the mid 1800's.
So,it seems that your branch is likely to have come from Alsace, possibly around Strasbourg, but unlikely to have come from around Bitche. There does not seem to be a Leopold in the branch that settled near Bitche.
Good luck in your research.
