By "every level" you can think of, I take it you have, then, checked with the NARA...sorry there was nothing there, nor at the state archives....those are the main repositories for this sort of info, and if not there, then you're probably out of luck, I'm afraid. I can't imagine you'd have any luck at a county courthouse if there is nothing at the federal or state levels.
