Rev. War marker for Solomon Strickland PVT NC TRP 1735-1818

Solomon Strickland, Spaulding County, GA has a Revolutionary marker wondering where, when, and who was responsible for having the military marker placed. The information on the marker is:

SOLOMON STRICKLAND
PVT
NC TRP
REV WAR
1735
1818

What is the criteria for ordering a military marker or can anyone order a military marker?

I've looked in NC books and microfilm and did not find any records then after looking in Georgia's books found him listed in the following books...haven't viewed Georgia's microfilm yet.
"Georgia’s Roster of the Revolution" (Certified List, Georgia Troops)
"Georgia Revolutionary War Soldiers’Graves"

Appreciate any information/suggestions how or where to find information related to his military records and what proof was given in order to get the marker.
