There is nothing to ~verify~.

The Godfrey Library person who wrote that entry just MADE IT UP, based on the erroneous assumption that the voucher was for active-duty-service pay. As you found, it was for material supplied to the military. The person could have been age 90 or age 22 at the time of the transaction.
