If you do a web search for the term 'public claims' with the word Mecklenberg you will find some publications that may have a clue for you.

Such claims could be for reimbursement for food sold to active-duty units, or even possibly a militiaman's claim for pay due for some activity such as patrolling or guard duty.

Many a "family story" to the effect that someone "fought in the Revolution" arose because someone saw a name on a muster roll. Most such rosters are from militia records that do not relate to 'fighting' or any active duty. All able-bodied free white males aged roughly 16-60 (varies by time and place) were legally obligated to be available for defense within the County they resided in. Regular 'musters' for drill and/or nose-counting were held in most places, and quite a few lists of those who appeared at one or more of these survive.

The Library of Virginia has Tithables and land tax records going back to the 1780s, for most counties they are for 1782 and 1784. The LDS Family History Library has most of these on microfilm which you can look at by ordering through your nearest LDS Family History Center for a few dollars per microfilm roll. The surviving VA Tithables lists (not necessarily complete) are also separately for sale on CD; you can find them by an internet search.

All white males age 16 and more were subject to the Tithe (that is, County Road and Poor tax after the Rev. War, but this assessment continued the required tithe that had gone to the Church of England, the State Church, before the Rev. War). The lists do not always name every individual who was not a head of household, but you might get lucky.
