A curious account! Our family was in the 1772 tax list for Bedford County and settled either then or later on Big Whiteley Creek, near Garard's Fort. None of them had deeds or warrants (that can be found) for land, and they had several court battles as a result. Like you say the stolen pay case would likely be after 1780. We have not found any court records for them in Washington County, though they are on all of the Washington Co. tax lists. This strikes me as odd, since from 1798 on there are quite a few, though these were only recently available to us in Waynesburg. Do you know if all the Washington court records are at the courthouse there and available to the public? I have not been there myself, but another researcher was there. FYI Lambert Flowers is not related to our Flowers family, unless the relationship dates to England before the early 1660's, which we guess is the case. Our family is Thomas, David,and Aaron, who came from York Co., PA. The family is English. Thanks once again for the help.
