He may or may not be related.
To help identify this family the 1930 census of Erie, PA shows a Charles Alloway 38 Drug store owner living at 148 E. 22nd Street. The family includes Alice 37, Allison 8, Doris 6 and Charles B. 3 10/12. I would assume the B stands for Bruce.

Charles B. 1891-1965, Alice 1893-1981, Allison d. 1958 and Charles 1926-1997. I believe it was the younger Charles who served on the U.S.S. Wolverine during WWII.
