A. Allardyce 1913 Oil Painting. Who might this be ?

I bought this oil painting last year but never really did any research on in,where the artist lived and painted and any other info on what type of paintings might have been done by this person.I live in Maine and bought it at a local auction but I checked up on it some and it came from another auction that had estate items that came from florida also.I had seen a name Argo Allardyce a painter in a book as a fictional character but I do not think it might have been a name of a real artist or was it ?
Any info on this artist would be great. The oil painting is of a closeup scene of people dressed up like pennsylvania dutch farmers and have a large round bail or hay in front of what looks to be a grist mill with large wheel on side of the building.
