There are some web sites out there that furnish information about writing letters to the town. These are the sites I am aware of:

I searched on the name of the town BISACQUINO in the http://www.paginebianche.it (Italy telephone white pages) and came up with more than one address, so I wouldn't want to furnish wrong information to you. Someone more familiar with this town could probably furnish the correct address to reach the Ufficio Anagrafe.

As far as there being a link between the names ALESCI and ALESSI, I am not aware of any. But, who knows maybe somewhere way back in history a branch separated and changed the spelling.

I did notice some ALESCI names from the town of Bisacquino on the Mormon site. If you haven't seen these yet, you may want to take a look.
