I believe I found your family on the 1920 and 1930 census and will be happy to email them to you if you have not seen those. They are located in Michigan. Mildred and Albert were born in Washington DC, according to these records.

On the 1900 census, I found an Albert Smith in Washington DC.
He had a 19 year old son, Albert, who was born in Alabama. According to the 1930 census, your Albert was 19 when he married. I will send that census as well if you think it is a possibility.
