You need to contact The Alabama Center for Health Statistics for the birht certificate you need from Jefferson County. The address is as follows: Center for Health Statistics, PO Box 5625, Montgomery, AL 36103-5625

The phone number is 334-206-5418. There is a fee and only immediate relatives are allowed to get birth certificates during the 125 years after the birth. Good luck.
