Most public libraries have "heritage" books (and all genealogy-related books) in non-circulating collections. Your best bet at Interlibrary Loan is through a college or university library. A hint would be to check their online catalog before requesting it to see if it is in a restricted collection. The Knoxville Public Library's McClung Collection has this book in its collection. That is where I've used it. I believe I saw it in Vernon, Alabama at the library there the other day also.
