Have you tried looking for orphan's court records? The most likely explanation for the 1850 census is that Isaac's parents were deceased and he was living with relatives. If so, there should be some sort of guardianship records. Try Chambers and surrounding counties.
As for the pension/census records discrepancy, either the death date is incorrectly recorded, or there were two Isaac Pughs. Do you have a copy of the original pension application? If so, when did the widow apply? If the application was made many years later, it could be a simple mistake. Unfortunately, the Randolph Co courthouse burned in 1896, so there probably aren't any probate records.
Where was Andrew Williamson from? Try backtracking him also and look for Pughs along the way.
