Alaska does not have counties. We have cities and boroughs. Juneau is a combination and is called the City and Borough of Juneau. There is a downtown city area and then a large surrounding area, a borough, similar to a county. Both areas are governed and taxed by one elected assembly. If I have confused you please check the Juneau website it may have a better explanation.
