I just came back from looking in my mother's safety deposit box. On the birth certificate for my sister and my father's delayed birth certificate is the name Frank A.Boyle as Registar of Vital Statistics. This in the period of 1941-1946 when these forms were made. So maybe there is a State (Territorial) Government record if this is the same Frank Boyle.
