Do you have a Death Certificate? Is she buried in Alaska? I don't think Prostitution was "Legal" it was tolerated. There are several books about prostitutes and prostitution. Ketchikan has a museum of sorts dealing with this subject. The women were in "Cribs" near the docks, these were very small one room houses all in a row. There was an older lady names "Goldie" who was a old time working girl, that gave talks on this.
