I checked the 1917/18 draft card for James:

James Louis Lucier, 42, Elks Club Seattle WA, b Mar 13 1876, Salesman. (Parents) J.L. Lucier 723 No 10th ST. East St. Louis Ill.. He was of medium height and build with grey eyes and brown hair. Sep 30 1918

1920 census WA King Co. Seattle Dist 151, image 12
185 James Lucier 42 NY Ny NY Salesman Mens Clothing
Victoria wife 68 Can Scot Scot 1918 NA 1918

You have the 1930 which lists the wife as V.L.M. Lucier as wife.

1910 IL East St. Louis Dist 134 image 21. 138 N 10th St.
Jeremiah Lucier 63 mar36yrs, b Can Can Can Laborer Packing Company
Winifred 59 Mar36yrs, 8chb, 5liv, NY Ire Ire
Clara E. dau 23 b ILL

1920 Same place Ward 7, Dist 178 image 9. 138 N 10th St.
Jeremiah L. Lucier 72 1876 NA 1876 Can Can Can None
Winifred 68 NY Ire ire
Ludger Lucier son 40 IL can NY Clerk Concrete Co.

Could not locate the family in 1900! Hope this will help.
