That may be some other then Lt. Gov., the territorial 2nd in command was the Secretary of State until 1959. The governor was appointed by congress before 1959. As for first woman to walk on the ice, what ice and when? There must have been at least one white woman here in the time of the Russian period I am sure. Try the State of Alaska Archive in Juneau for more information.
