Why should you expect that the Cherokee Nation or the BIA to keep track of these U.S. citizens? Other than by the U.S. census or tax records, the U.S. would have no reason to maintain records on them, no more than they maintained records of the millions of emigrants who came here from Germany or France. And neither would the Cherokee Nation.
Those who voluntarily separated themselves from the tribe, thereby becoming citizens of the United States, were free to move around this country as they so desired- the same as the thousands of other U. S. citizens who went to California during the gold rush.
I would suggest that you ask this "Ken" where he got his information.
