As you husband was adopted, has he tried here?

Washington State utilizes court-appointed confidential intermediaries to assist in the search process. For adoptions completed through DSHS and families who adopted a child in state foster care, adoption records are archived through the Children's Administration headquarters office in Olympia.

As you seem to know his birth mother's name, have you researched her family? Surely his 1/2 brother is not the only living relative...she might have had brothers and sisters, aunts and uncles, etc. Obtaining her death certificate and a newspaper obit might contain helpful info...
