"Burden" child adopted by "Fowler Family", 1900's Franklin PA

In the early 1900's Charles Fowler and Pheobe Louise Buck adopted 3 children. Arthur, Elizabeth & Evelyn. Evelyn L. Fowler married Leon Shoffstall. Evelyn was my great-grandmother and we believe that her biological mother's last name was Burden. I know that Elizabeth married Victor Smith who was my great-grandfather. However, Victor had an affair with Evelyn at the age of 16 and had my grandmother who was Shirley Smith-Porter. Elizabeth could not have children so Victor and Elizabeth raised my grandmother as their own. Very, Very confusing situation, but I am looking for help in finding the family of Evelyn. Any information would be greatly appreciated.
