in the 1910 census did you notice that his mother Annie had been married 2x and only 9 years to Charles
maybe he was her son from previous marriage/relationship and Charles adopted him?

I also noticed that in the 1920 Bedford VA census that Griffin is listed as William G Pendleton and living next door to his mother, so you might search using perhaps William G Garrison or some form of that

also in Griffen's WWII draft REG he show his dob as Sept 22 1896
