I think it possible that the Actons of Norbury are a cadet branch of the Actons of Aldenham.
The Actons of Aldenham used to also own property and live in Longnor, which is close to Norbury.
The early genealogy of the Actons of Aldenham is not well recorded outside of the main line of the family, but I know of at least two Actons who were the sons of younger sons of the Aldenham Actons, whose families have never been traced and who were not even mentioned in the Visitations of Shropshire with the rest of the family.
They could possibly have been the ancestors of the Norbury Actons:

The Edmund Acton from the above link is also mentioned as a 'kinsman' of Thomas Acton of Longnor in another file at the national archives. Thomas Acton of Longnor died in 1514, he was the son of Thomas Acton of Aldenham (1415-1480) who was MP for Bridgnorth. Edmund married Thomas of Longnor's widow Jane and had a son called Thomas who was alive in 1538, by which time Edmund was dead.

He is stated to have been a nephew of Thomas Acton of Aldenham (d. 1524) who was the grandson of Thomas Acton (1415-1480) via his second son John.
Richard Acton is said to be the son of Robert Acton, younger brother of Thomas Acton (d. 1524).
Neither Richard nor Edmund Acton's families have ever been researched as far as I know.
