You must research "backwards" and first obtain your father's birth certificate then your grandfather's death certificate. If your grandfather was from Mexico, then you are in luck, and if you know the state he was born, then you can obtain a very detailed birth certificate there for him.
If not, then do the best you can from the census records. If your family was in California in 1930, then you can try to locate them on the 1930 census. Were they living in Stockton at that time, or in another town?
Also, since the Stockton Record has been in continuous publication for several years, you can go to the library there and ask the research librarians to help you locate old obituaries, starting with the one for your grandfather.
I don't know if this is the same record, but there is someone by that name, Onesino Acosta, and it looks as if he was born about 1920 and was living in El Paso Texas in 1930. Does that date of birth fit your grandfather? I cannot locate any SDI records for his passing away. What were his years of birth and death, did you say? Was his father also Onesino?
